Officers of the Indian Administrative Service (IAS), the top rung of the country's bureaucracy, are up in arms after rumours that the Seventh Pay Commission could bring about parity between them and other civil servants who are lower down in the civil service hierarchy.

Associations of IAS officers have held several formal and informal meetings to weigh options before them to thwart any attempt to whittle away at the advantages they now enjoy over others by virtue of securing top grades in the civil services exam.

Nearly 200 young IAS officers have so far submitted their representations to Cabinet secretary Pradeep Kumar Sinha, the country's top bureaucrat, and to the central IAS officers' association, airing serious concerns over the reported move by the pay panel towards salary parity and doing away with the IAS edge in what is known as empanelment. "I was astonished to see media reports on the proposals towards parity between the services, which is nothing but an attempt to equate the gold medallist with last-benchers.Such proposals not only go against the principles of competition but also penalise top performers in the name of parity," said 1993 batch IAS officer on condition of anonymity .

Inadequacies in Railways' health care system for the retired employees:


On 13.08.2015 Sh A.P Nagrath  Advisor IR Rly Bd.(Retd.) Patron RREWA Gurgaon(An affiliate of BPS) along with DR Y.P. Anand CRB (Retd.) & Sh M.P. Budhiraja met Hon'ble MOSR & apprised him of the factual situation in regard to the health care of retired railway.The delegation proposed to the Hon'ble MOSR as follows:            

 - On long term basis, IR may adopt ECHS scheme, which is for ex-servicemen and has proved to be a great success. ( Of course there are 45 lakh ECHS beneficiaries as against about 4 lakh RELHS       beneficiaries, so IR may need to augment their facilities only at a much smaller scale)
  
             -  In the meantime All hospitals and diagnostic laboratories recognised by CGHS should be accorded  recognition by IR at CGHS rates. This should be done in a time-bound manner.

             -  As an immediate measure, the instructions issued by Railway Board on 18.7.2012 in regard to       treatment in emergencies, must be implemented forthwith, holding the Zonal Railways accountable.

              -  Reimbursement claims must be settled in a time-bound manner fixing accountability.

               
 -  Earlier BPS sent twits on this issue to Hon'ble P.M. & The Hon'ble Minister for Railways and also discussed in detail with 7th CPC. BPS hope for positive results soon

With reference to this Department letter dated 12th May, 2015, it is hereby informed that the meeting with the Cadre Controlling Authorities to be held under the Chairmanship of the Cabinet Secretary on 21.05.2015 is postponed till further notice.

However, it is requested that comments of the cadre controlling authorities on the proposed changes in the procedure outlined in OM No. l-11011/1/2009-CRD dated 14.12.2010 and l-11019/12/2008-CRD dated 19.11.2009 may be sent to email ID singh.mona@nic.in by 9th June, 2015.

FACILITIES FOR ANTI CANCER TREATMENT


1. Ref following letters:-

2. ECHS beneficiaries shall be permitted to get themselves treated at any of the undermentioned 27 (Twenty Seven) hospitals funded by the Govt of India:-

3. The reimbursement will be as per the rates fixed in the cancer centre/CGHS rates whichever is lower Tata Memorial Hospital rates 2012 as intimated would apply for onco surgery.

4. Follow up treatment 'from the same centre where permission has been granted earlier for cancer treatment is permissible.

5. Facilities 'for drawing of medical advance as per laid down procedure will also be available for treatment at these Centres.
